Mayor Barber issues two proclamations at City Council Meeting

At the September meeting of The Greenville City Council, Mayor George Barber made two proclamations, one for Constitution Week, September 17-23, and one for Star Spangled Banner Day, September 14. Members of the Benjamin Mills Chapter of the Daughters of The American Revolution, and members of the Kaskaskia chapter of the Daughters of 1812 were present for the proclamation.

A discussion was held about Greenville University Students parking in the City’s parking lot near the new dorm and on the street. The city will be placing signs that will state that university students are not allowed to park in specific spots.

The plaza project was awarded to Johannes Construction. The motion, made by Councilwoman Lisa Stephens, reads “Motion to award the Plaza Project to Johannes Construction including Alternates #1 and #2 and also including Units 4 and 5.” Alternate #1 is putting in stamped concrete for the plaza, instead of pavers, this will save the city almost $300,000. The approximate cost of the stamped and stained concrete is under $50,000. Alternate #2 refers to replacing grass with turf, while unit #4 will add receptacles to the bases of light poles. Unit #5 will add three jets to the existing water feature.

The visitor’s center bid was awarded to KB Contracting in the amount of $445,060.

The Contract for the Elm St. water main project was awarded to Haier Plumbing in the amount of $1,266,709.80.

The council voted to approve the purchase of grant tracking/EDC software. The software will be purchased from CivicServe and cost $12,500 to be paid out of the TIF fund.

The consent agenda was approved, which contained the following items:

  • Minutes of the public meeting and regular council meeting from August 13, and the special city council meeting held on August 28.
  • Financial statements
  • Unpaid bills
  • Administrative reports for the Police, Public Works, Sewer, and Water Departments, as well as Building permits, and the Building Inspector/Code Enforcement Officer report.
  • A request from Greenville Solar, LLC for a Conditional Use Permit. This will allow them to operate an electric power generation facility consisting of a 1.99-megawatt solar field on unaddressed parcels that can be accessed from Samuel Andrews Dr.
  • Tourism events: Spring Fling, Heritage Days, American Farm Heritage Museum Train Show, Airport Open House, Bond County Fair, and Greenville University Homecoming and Family Weekend.
  • A water easement from Greenville University for their new athletic complex.
  • Pay estimate 12 for the water treatment plant improvements in the amount of $925,777.86 which is payable to Grunloh Building, Inc.

The next meeting will be on October 8, at 7 p.m. in the Greenville Municipal Building.
