The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) in Illinois has received contingency funds from the USDA which will enable them to maintain services through October.  WIC participants should continue to keep their WIC appointments and shop as usual and if they have any questions they are encouraged to contact their local WIC office.  Illinois serves approximately 280,000 women, infants and children under the age of 5.


2013 Federal Shut Down


Below are questions and answers which have been generated since the Federal Government Shutdown began.  Please share with staff accordingly.


Q1.            How should WIC income eligibility for benefits be determined for persons affected by the Federal shutdown?

A)   Staff should use IL WIC PPM CS Section 3.1.B for definitions and timeframes related to economic unit income for families with laid-off workers. 


Q2.            If persons affected by the Federal shutdown are determined fully eligible for WIC benefits, are local agencies required to certify them for full certification periods?

A)   A full certification period will be generated in Cornerstone, however given the fact that the current Federal shutdown is temporary, agencies should only issue one month of benefits at a time.  Should the shutdown continue for an extended period of time additional months of benefits may be issued.  Once the shutdown is over IL PPM CS, Section 3.6 will need to be followed.


Q3.            If furloughed employees are ordered back to work and receive retroactive pay, will such employees and/or their family members that receive WC benefits be required to repay or pay back the value of the WIC benefits they received?

A)   No.  The WIC Program has no policy which requires the value of benefits to be paid back in such circumstances.


Q4.            WIC Participants report hearing their food instruments will not be accepted at the store due to insufficient funds?

            A) At this time Illinois WIC is still conducting business as usual.  Participants should be reassured their food benefits are “good.”  Staff should try to get more detailed information about the source of the report from the participant and let their Regional Nutritionist Consultant or the Central Office know so the source can be contacted and provided with correct information.
