Three TIF grants awarded

The Vandalia City Council on Tuesday approved Tax Increment Financing agreements to help two businesses and a church with improvement projects.
The agreements help Dennis Grubaugh with the renovation of a downtown building, The Chuckwagon with a parking lot project and First United Methodist Church with a demolition and parking lot project.
The TIF agreement with Grubaugh gives him up to $14,900 for a project estimated to cost $29,800.
Grubaugh is renovating his building at the northeast corner of Sixth and Gallatin streets that formerly housed Diekemper Photography.
The renovations are being made to accommodate a new tenant, Physician’s Mutual, which has signed a three-year lease for that building.
That project includes the removal of all interior walls and construction of new walls, a kitchenette and a conference space.
The agreement with Rusani LLC provides up to $9,400 for the fourth phase of improvement work at The Chuckwagon.
The TIF award will go toward work necessary to bring the handicapped parking areas in compliance with the Americans with Disabilities Act.
The terms of the agreement include the stipulation that, “The (grant) award is contingent (upon the) applicant (completing) the entire parking lot project as also listed on bids prior to any reimbursement from the city for this portion.”
First United Methodist Church will receive up to $9,125 for an $18,250 project that includes the demolition of two houses.
The church has purchased two houses at the northeast corner of Main and Fourth streets, across the street from the FUM Barn, and plans to demolish those houses and “make additional parking and possibly a small playground for the church preschool.”
Also at Tuesday’s meeting:
• The council approved an agreement with Hurst-Roche Engineers Inc. for construction engineering services for the replacement of the bridge on Thrill Hill Road.
The city will pay the engineering firm $41,636.55 for the project, which calls for the replacement of a bridge that has been closed to traffic since early May 2014.
• The council approved the transfer of Vandalia Lake lot No. 501 from Rebecca Nally of St. Peter to Dorothy Lach of rural Vandalia, and the transfer of lake lot No. 1B from Chuck Ruot of Vandalia to Pam Jones of Ramsey.
