• Juan R. Arroyo, 19, RR 3, Vandalia, was arrested on Jan. 14 on a charge of battery. He was released on a notice to appear in court.
• Teresa M. Witt, 44, 1826 W. Jefferson St., Vandalia, was arrested on Jan. 14 on charges of driving while her license is suspended, operation of an uninsured motor vehicle and improper parking. Bond was $1,500.
• Franklin D. Huddlestun, 23, 717 South St., Vandalia, was arrested on Jan. 14 on a charge of failing to report a change of address as a registered sex offender. Bond was $10,000.
