Old Capital View Ribbon-Cutting
A ribbon-cutting ceremony was held Monday at Old Capital View restaurant on Fourth Street in downtown Vandalia.
Those participating included owners Betty and Roger Roe (center), and Betty's sister, Jessie Maske (far left), and their employees.
